From the late nineteenth century, a non-Brahman movement, which opposed the caste system and landlordism, had developed in Maharashtra. This movement established links with the national movement by the 1930s. In 1943, some of the younger leaders in the Satara district of Maharashtra set up a parallel government (Prati Sarkar), with volunteer corps (Seva dais) and village units (tufan dais). They ran people’s courts and organised constructive work. Under the Sultans of Delhi, it flourished as a language of the court and of literary writings, alongside north Indian languages, especially Hindavi and its regional variants. It was Akbar who consciously set out to make Persian the leading language of the Mughal court.
