'He' and 'Ne' have zero valency.

    Helium has two electrons in its outermost shell (duplet structure) while neon has eight electrons in its outermost shell (octet tructure). Both the elements have completely filled outermost shell and cannot lose or gain or share electrons and hence their valencies are zero.
